Description

Job Summary:

Assists in the management of the operations of the assigned collections equipment and facilities. Assists in managing personnel assigned to operations of the wastewater collections systems and represents the Commission in dealing with the customers regarding wastewater issues. Ensures compliance with local, State and Federal regulations, represents the Commission regarding compliance issues, including submissions of compliance reports and permits. Manages corrective and preventive maintenance programs. Helps organize, manage, and plan capital projects for the collections system. In the absence of the Wastewater Collections Superintendent this position may be responsible for all personnel, maintenance and or operations issues. Position reports to the Wastewater Collections Superintendent.

Essential Functions:

  • Assist with management the operations of the assigned wastewater collections systems equipment and facilities.

  • Assist with the management of the operations and maintenance personnel assigned to the wastewater collections division.

  • Ensures all activities and operations are compliant with State and Federal regulations.

  • Represents the Commission in dealing with customers, regulators, and the public regarding wastewater issues.

  • Assists with the management of preventive and corrective maintenance programs in a cost-effective manner; ensures all equipment is operable and reliable.

  • Ensures maintenance of buildings and grounds of assigned facilities

  • Assist with the scheduling of maintenance and use of subcontractors.

  • Prepares and /or reviews specifications.

  • Investigates property damage and liability claims resulting from sewage system operations.

  • Oversees the completion of a variety of contracts for supplies, services, upgrades, etc.

  • Compiles and evaluates statistical information for wastewater collections system operational trends and performance indicators.

  • Assists in the management of employee safety training programs.

  • Assists in the preparation and updates of operational procedures and guidelines of the facilities.

Other Duties:

Performs other duties as assigned.

Required Knowledge, Skills, and Abilities (These are pre-employment KSA that apply only to Essential Job Functions.):

  • Ability to gain thorough knowledge of St. Mary’s County Metropolitan Commission policies and procedures.

  • Ability to act as a representative of St. Mary’s County Metropolitan Commission to the public.

  • Expert knowledge of wastewater system operation and maintenance practices and procedures

  • Expert knowledge of relevant safety practices and regulations

  • Ability to effectively communicate with other staff members; ability to coordinate, advise, train and work with other professionals.

  • Ability to supervise and assign work to assigned staff.

  • Knowledge of budget administration

  • Ability to make informed and sound decisions.

  • Ability to operate relevant computer systems, including hardware and software.

Required Qualifications (Note: Any acceptable combination of education, training and relevant experience that provides the above knowledge, abilities and skills may be substituted on a full-time year for year basis.):

Training and/or Education:

Bachelor’s degree plus five or more years of relevant experience; or master’s degree plus three or more years of relevant experience.

Experience:

Five or more years of equivalent technical training, education, and/or experience preferable in the Water & Wastewater Industry.

Licenses or Certificates:

  • Must possess a valid Maryland driver’s license, Class C

  • Maryland Wastewater Collections Class 2 Certification

  • Must possess or be able to obtain a MDOT Temporary Traffic Control Managers Certificate

Physical Demands:

Work requires light physical effort in the handling of materials or boxes in non-strenuous work positions up to 30 pounds and/or continual standing or walking of 60% + of the time.

Unusual Demands:

Work involves high risks or discomforts which require special safety precautions, e.g., working around moving parts, or machines. Employees may be required to use protective clothing or gear such as masks, gowns, coats, goggles, boots, and gloves; may require working in adverse weather conditions.
