Health Resources and Services Administration Supervisory Public Health Analyst, Team Lead PD24R050 HIV/AIDS Bureau in Rockville, Maryland

Responsibilities This position is a mission critical occupation and is responsible for analyzing public health programs, policies and procedures to ensure that Health Resources and Services Administration meets its mission, goals and objectives. As a Supervisory Public Health Analyst, you serve as the Team Lead for the HIV Workforce Training and Development team and provide the full range of supervisory functions. Your major duties and responsibilities include: Serving as the primary source for programmatic knowledge of HIV care and treatment to shape the policy and direction for AIDS Education and Training Centers (AETC) programs. Serving as the Office expert on the programmatic aspects of the changing healthcare landscape as it applies to grantees of HRSA-supported AETC programs and their ability to use all resources for the care and treatment of people living with HIV as we move to meet the goals of ending the HIV/AIDS epidemic. Studying new approaches to improve the training of clinicians and provide professional clinical advice and coordination for operational programs on a nationwide basis. Providing in-depth programmatic technical assistance (TA) to grantees, including on-site TA, in meeting the legislative and programmatic requirements of the Programs. Basic Requirements for all Public Health Program Specialist Series, 0685 positions require that your resume experience demonstrate that you possess the following competencies: 1. Knowledge of organizational, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in public health or other health-related activities. 2. Knowledge of the methods, processes, and techniques used to develop and deliver public health or health-related programs in State and local settings. 3. Knowledge of a specialized public health program. 4. Knowledge of, and skill in, the application of administrative or analytical methods and techniques necessary for working within the framework of a public health or related organization and carrying out specific program functions. 5. Skill in oral and written communications, gathering and conveying information, making oral presentations, and preparing reports, correspondence, and other written materials. In addition to the above five Public Health competencies, in order to qualify for this position at the GS-14 level, your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-13 level in the federal service. MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance. Examples of the minimum qualifying specialized experience equal to the GS-13 level include the following types of tasks performed on a regular and recurring basis: 1. Managing a clinical training program for healthcare providers and/or public health professionals that includes clinical practice and didactic training in areas such as patient care, clinical protocols, practice guidelines, etc. AND 2. Managing federal grant award activities for a hospital or community-based health care facility such as developing applications for grant funding opportunities, ensuring compliance of a grant awards, etc. Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited. PUBLIC HEALTH PROGRAM MANAGEMENT - Plans, develops, coordinates, and manages the structure and administration of public health organizations and the policies that impact health programs and reimbursement of health services. GRANTS MANAGEMENT - Knowledge of requirements, practices, and procedures for soliciting, receiving, reviewing, and processing proposals, and awarding and administering grants and agreements.
