Defense Finance and Accounting Service EMERGENCY MANAGEMENT SPECIALIST (BUS CONTINUITY PLANNER) in Rome, New York

Summary Who May Apply: This announcement is open to all U.S. Citizens This announcement will be used to fill positions with an entry grade of GS-07, or GS-09 with a target grade of GS-11. The minimum salary for grade GS-07 is $49,025, the maximum salary is $63,733. The minimum salary for grade GS-09 is $59,966, the maximum salary is $77,955. The minimum salary for grade GS-11 is $72,553, the maximum salary is $94,317. Responsibilities Briefs and trains exercise participants on exercise rules, objectives and operations. Provides Site-level Business Continuity Planning to include employing all subject areas of the common body of knowledge of Business Continuity Planning, which includes creating, testing, and evaluating plans at all levels. Assists in the preparation and coordination of DFAS exercises to provide training in and testing of emergency/continuity plans, procedures, and programs during and following emergencies. Assists in program planning, assessment, coordination and advisory services for a wide variety of interrelated readiness issues/programs including identification of required business continuity and effective management of limited resources Ensures that all applicable site mission/functional areas have continuity plans in place to provide essential financial services functions as required by the assigned mission. Evaluates customer responses to requirements for business continuity planning and assist in identifying additional strategies for continued operations utilizing an all hazards approach. Duties will be developmental in nature for vacancies filled at less than the full performance level of the position (GS-11). Requirements Conditions of Employment Qualifications GS-7: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-05) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as: Assists in the preparation and coordination of local exercises to provide training in and testing of emergency/continuity plans, procedures, and programs during and following emergencies. GS-9: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-07) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as: Assisting with the oversight and program management of creating systems of prevention and recovery to deal with potential threats to an organization to include defining, establishing, and maintaining roles and responsibilities; providing training on business continuity principles; and serving as coordinator and advisor, communicating to management and internal/external customers on various projects. GS-11: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-09) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as: Developing, coordinating, publishing, maintaining and distributing the Emergency Action Plans (EAP) and the Occupant Emergency Plan (OEP) for the Site Support Office. Provides oversight/coordination and program management of creating systems of prevention and recovery to deal with potential threats to an organization to include defining, establishing, and maintaining roles and responsibilities; providing training on business continuity principles; and serving as coordinator and advisor, communicating to management and internal/external customers on various projects. Paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social) is qualifying. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience. Education GS-07 Substitution of Education for Experience: One full year of graduate level education or Superior Academic Achievement (http://www.opm.gov/qualifications/policy/ApplicationOfStds-04.asp) may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements. GS-9 Substitution of Education for Experience: Two full years of progressively higher level graduate education, Master's or equivalent graduate degree, may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements. GS-11 Substitution of Education for Experience: Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed higher-level graduate level education and experience may be used to meet total experience requirements. This position IS covered by a bargaining unit. This position will be covered by a formal training under the DFAS Career Acclimation Program (DCAP). The purpose of this program is to develop well-qualified, well-trained, high potential employees for future positions within DFAS. Promotion is conditional based on performance, successful completion of training, and availability of higher graded work. Participants who do not successfully complete the program may be separated. Priority Placement Program (PPP) Military Spouse Preference (MSP) eligible candidates who currently occupy a formal training program position will be entitled to exercise their priority preference.
