Our Organization and Mission: The Office represents the State of Florida in state and federal civil and criminal courts, from trial courts to the Supreme Court of the United States.

Pay: $51,898 - $54,690 Annually, commensurate with experience.

Position Summary: This position is in the Consumer Protection Division and is assigned to the new Consumer Data Privacy team that will be based in Tampa. The Consumer Data Privacy team will implement and enforce the Florida Digital Bill of Rights which takes effect July 1, 2024, and this investigator position will work in the intake unit. The intake unit will receive, review and process consumer complaints, escalate eligible complaints to the business, and transmit the complaint and response for investigation or further legal review by the enforcement unit. This position will be responsible for identifying and tracking trends, investigating complaints, and general reporting duties. This position may also work on special projects and other investigations related to Florida Deceptive and Unfair Trade Practices Act (FDUTPA). The duties and responsibilities of this position stem from enforcement of Chapters 501, 542, 812, 817, 895, and 932 of the Florida Statutes, and related laws and administrative rules of the state, and other federal statutes, rules, and laws.

The successful candidate needs to be an individual that is a self-starter and able to deliver projects in a timely manner with minimal supervision. Projects may include researching and culling information from many sources both internally and externally. Additionally, this position would compile, analyze, and deliver reports upon the outcome of that analysis to further investigations. Candidates will review complaints, speak with complainants and witnesses, review documents including complaints, provide analysis of trends emerging in complaints and violations of Florida Digital Bill of Rights and FDUTPA. This position may also require the analysis of bank accounts, the flow of money, and may include the use of software such as CFIS to aid in the tracking of financial transactions. This position requires strong computer skills and the desire and ability to stay abreast of emerging technology. The successful candidate will be required to maintain detailed notes of actions taken while assisting in developing investigations at the direction of others, as well as memos, charts, graphs, and basic affidavits among other reporting documents. Candidate may be required to testify in court concerning activity that was completed while developing investigations. This position tracks consumer complaints, the types of complaints made, and the total loss alleged by complainants. Duties may also include identifying, validating, and providing documents necessary to provide restitution to consumers who have suffered a financial loss. The ideal candidate will be detail oriented, and have strong time management and organizational skills, along with the ability to prioritize assignments. The candidate should be able to work independently with minimal supervision and should demonstrate a strong desire to protect consumers and resolve consumer complaints.

Qualifications: A bachelor's degree from an accredited college or university and 3 years of experience conducting criminal, civil, or administrative investigations or examinations, which must include a minimum of two years of experience with complex financial investigations or analysis, online scams or cybercrime investigations, or computer forensic investigations.

A master’s degree in a related field from an accredited college or university may substitute for one year of the 3 years of required experience.

Investigative experience in fraud or white-collar crimes, financial investigations, cybercrime investigations, or computer forensics may substitute on a year-for-year basis for the required education.

Preference may be given to applicants that have experience:

  • Working as an analyst or investigator.

  • Reviewing submitted forms and correspondence for necessary and relevant information and documenting information in databases.

  • Utilizing Excel in tracking trends or providing statistical analysis.

  • Drafting memoranda, reports, charts, graphs, or other means for documenting and communicating analytical findings.

  • High level technology skills or training in technology and investigations.

    The Work You Will Do: The duties of this position may include but are not limited to:

  • Review and evaluate consumer complaints and provide analysis relative to trends in location, numbers, violations, and other important factors as may be assigned.

  • Prepare memoranda, reports, spreadsheets, charts, graphs, and other related documentation to record and disseminate your research, analysis, findings, and recommendations.

  • Investigate alleged violations under the direction of the attorneys.

  • Review and evaluate data privacy standards and protocols.

  • Present investigative case status briefings to attorneys and discuss investigative strategy with attorneys.

  • Review affidavits and help prepare for the examination of witnesses.

  • Attend depositions, take sworn statements, administer oaths, and interview witnesses.

  • Input and maintain data in Excel and other databases to analyze trends and develop investigative leads.

  • Liaise with other law enforcement and regulatory agencies to develop investigative leads or to respond to requests for information.

  • Testify in court hearings, trials, and depositions regarding investigations for which they conducted.

  • Create and maintain data management reports that identify, track and summarize the complaints being received and the status of investigations.

  • Communicate with victims, witnesses, defendants, businesses, law enforcement investigators or any other persons who may have information concerning ongoing investigations.

  • Utilize critical thinking and analysis skills in recognizing trends and following monetary transactions.

  • Utilize computers and the internet to develop leads utilizing Social Media Intelligence (SOCMINT) and Open-Source Intelligence (SOCINT) techniques to further investigations. This will include capturing digital evidence during your research and compiling it in an acceptable format to be presented as evidence during litigation.

  • Competently use Excel and other software skills for analyzing trends in complaints, violations of FDUTPA, and tracing monetary transactions.

  • Competently use software such as CFIS, Page Vault, VPNs, Adobe Pro, and the Microsoft Suite.

  • Assist consumers with questions and general updates on matters under your review.

  • Assist attorneys with special assignments, which may require extended hours and/or travel outside the worksite.

  • May assist with compiling responses to public record inquiries received regarding data breaches and will assist the Public Records Office by gathering responsive documents, reviewing, and marking for redaction in a timely manner.

  • This position may assist with financial investigations in consumer protection cases, including, but not limited to unfair and deceptive trade practices, antitrust, RICO, consumer fraud, asset forfeiture, organized fraud, theft, and organized schemes to defraud.

  • This position may assist with locating and identifying concealed profits in trusts, domestic and foreign corporations, banking institutions, real and personal property and any other method or means of concealment.

  • Perform other assigned tasks and duties in a timely fashion as required.

    Note: During a declared state of emergency, the ability to assist in the investigation of price gouging allegations which may include contacting consumers and businesses to identify and resolve complaints, conducting site visits at businesses to obtain statements and evidence, or serve process such as preservation letters and subpoenas. During the declared state of emergency, this may require working extended hours, weekends, and/or during holidays. This may also involve travel to other affected regions to provide support and assistance in meeting the price gouging enforcement mission of our office.
