Summary All hourly jobs are considered as open for bid on a continuous basis. Any BPA employee on a competitive career or career-conditional appointment may, at any time, submit an application for permanent promotions, reassignments, or change of duty stations. Responsibilities As an ELECTRICIAN FOREMAN II (CONSTRUCTION), you will: Assigns Duties. Organizes overall schedule of work to be performed and each employee's part in it. Gives detailed instructions to subordinates and assigns employees to specific tasks as needed for fullest utilization of individual skills or specialties. Maintains Discipline. As crew leader, sets the pace and the example for behavior on the job. Encourages appropriate behavior of crew members through explanations of rules, regulations, and by example. Enforces Safety Rules. Instructs subordinates in safety rules and safe work practices. Responsible for organizing and conducting regular safety meetings. Provides a safe working environment. Reviews and Inspects Work. Reviews and inspects the work of subordinates and takes corrective actions as necessary to assure electrical security and to meet project objectives. Responsible for Quantity and Quality of Specific Tasks. Is responsible and accountable to the Manager, Central Electrical Services or Manager, Speciality Services for the satisfactory, efficient, and timely completion of all specific tasks involved in the work assigned. Project Planning. Plans and lays out specific tasks to be performed. Studies drawings, cable pulling schedules, and Bills of Materials. Coordinating of Various Crews and Activities. Aids and advises other craft foremen, journeyman electricians, apprentices, electrician helpers, laborers, and journeymen of cooperating crafts, i.e., carpenters, painters, plumbers, welders, riggers, concrete workers, truck drivers, crane operators, material handlers, etc., in any of the various phases of electrical construction activities, including the Switchboard Shop. Reviews Employees' Performance and Recommends Personnel Actions. Continuously evaluates employees' performance and is responsible for the timely completion of the performance appraisal. Identifies, Plans, and Implements Training. Has general responsibility for utilizing personal skills and experience to improve and standarize work procedures and develop skills of employees in the techniques and procedures of the trade. Reports and Records. Prepares and forwards required documents relating to time, leave, per diem, work progress, materials, Installation Engineers report, field purchases and equipment, both construction and electrical. Requirements Conditions of Employment Position is subject to initial pre-employment Drug Testing and random drug testing thereafter. First time supervisors will be required to serve a 1 year probationary period. This position requires a pre-employment medical exam, at BPA expense, prior to appointment due to the physical requirements of the position. After employment, this position may be subject to periodic physical examinations, as prescribed by competent medical authority and at BPA expense, if exposed to health hazards. You must answer all of these questions completely and truthfully. Apprentices in the last year of the program are encouraged to submit an application to indicate duty locations for which they want to be considered for permanent placement. Become fully knowledgeable of and follow the safety practices of the BPA Accident Prevention Manual. Possess a U.S. Government Motor Vehicle Operator License or obtain within 30 days after appointment. Possess valid commercial driver's license (CDL) with all endorsements that are required to operate substation maintenance and construction equipment from state of residence. Traffic citations indicating poor driving habits may disqualify applicants. Become certified and a certifier on aerial lift equipment and other equipment that may be required. Possess valid First Aid Card, Electrical Workers Permit, and Clearance Certificate or obtain them within 30 days after appointment. Emergencies, system conditions, outage limitations, or project schedules may require that work be done at night or during compressed time schedules and shift work may be required. Incidental operation of motor vehicles from sedans to 1 1/2 ton pickups, vans, or flatbed trucks. Drive two- and four-wheeled drive vehicles which may include towing various equipment trailers, normally used in substation maintenance and construction. Be able to wear protective apparel such as respirators when required for worker safety. The screen-out element for this position is: Ability to successfully lead a team of High Voltage Electricians in constructing, installing, and calibrating electrical sub-stations, power generation/transmission/distribution equipment and systems at 11,000 to 500,000 volts; constructing electrical sub-stations and transformer banks; and erecting or modifying steel structures and bus work Failure to meet this Screen out Element will result in an ineligible rating. WORKING CONDITIONS: Is exposed to the same working conditions applicable to journeymen electricians assigned to construction. Is subject to work assignments throughout the BPA system. Construction work assignments normally require frequent and prolonged duty at sites remote from both home and permanent duty station. Frequent travel is required. When assigned to the Switchboard Shop, may be required to perform supervision of construction work in the field when shop work is low or when required by construction workload. Must adjust quickly to work situations on projects not experienced before or only seldom experienced, and recognize and guard against potential hazards.
